Government Programmes

Under the Government of India Programs, HUDCO, as a premier techno-financialinstitution and one of the technical arms of the Ministry of Housing & Urban Affairs(MoHUA), has been involved in an array of activities. HUDCO in conformity with its SocialMandate of providing Housing for Economically Weaker Sections and disadvantagedpopulace has played a key role in various Government of India Programs in the Housingand Urban Infrastructure Sectors and is currently involved in the Pradhan Mantri AwasYojana - Housing for All (Urban) programs:

Pradhan Mantri Awas Yojana - Housing for All (Urban)

The Pradhan Mantri Awas Yojana – Housing for All (Urban) is the premier flagshipprogram of the Government of India in the Housing Sector which envisions - “Housingfor All” by 2022 when the Nation completes 75 years of its Independence. This programis being implemented through its four verticals, namely;

  1. Slum Rehabilitation with Private participation using Land as a Resource (ISSR)
  2. Affordable Housing for weaker sections through Credit Linked Subsidy (CLSS)
  3. Affordable Housing in Partnership with Public/ Private sectors (AHP)
  4. Subsidy for Beneficiary Led Construction for new house construction or enhancement (BLC)

HUDCO is assisting the Ministry in conducting scrutiny of projects (desk & site scrutiny)in respect of the 3 verticals of ISSR, AHP and BLC – New/Enhancement Projects. HUDCOis also the Central Nodal Agency, along with NHB and SBI, for channelizing subsidy tobeneficiaries under CLSS through Prime Lending Institutions (PLIs), eg, banks & HFCs,monitoring progress and furnishing utilization certificate to the Ministry. Up to the yearending 31 st March 2022, HUDCO carried out site and desk scrutiny for over 555 projectswith project cost around Rs. 52230 Crore involving central share of aroundRs.16770 Crore for over 11.37 Lakh DUs in 406 town /cities under 34 States / UTs ofIndia.
HUDCO also offers loan assistance in the form of viability-gap funding to StateGovernments/ Implementing agencies/Urban Local Bodies (ULBs) to meet own share ofthe State / ULB out of the total project cost.

Rajiv Awas Yojana

HUDCO played a major role as part of the consultative process with the Ministry forformulation of DPR preparation & PMC guidelines etc. HUDCO also extended itsconsultancy services for preparation of Slum-free Plans of Action to the states for citieslike Gangtok, Kolkata, Thane, Dhanbad, Bokaro, Jamshedpur, Ranchi etc.



Jawaharlal Nehru National Urban Renewal Mission (JNNURM)

HUDCO was closely involved with JNNURM program in the capacity of i) Central AppraisalAgency, ii) Central Monitoring Agency and iii) Capacity Building institution. It assistedMinistry for formulation of guidelines & various formats and checklists along withproviding consultancy services to State Governments/Implementing Agencies inpreparation of Detailed Project Reports (DPRs). HUDCO also assisted Ministry inpreparing/issuing “Toolkit for preparation of BSUP/ IHSDP Detailed Project Reports” anda ‘Design Manual’ showcasing the best practices. As a financing agency, HUDCOextended long term loan finance to eligible public institutions to meet the viability gapi.e., State Govt. / agency contribution beyond available Central Govt. grant.



Deendayal Antyodaya Yojana – National Urban Renewal Mission: Shelter for Urban Homeless

Under the Shelter for Urban Homeless (SUH) component of Deendayal Antyodaya Yojana– National Urban Renewal Mission, HUDCO was instrumental in conduct of inspections ofvarious projects for the Mission. For assisting the State/ UT Governments HUDCO alsoprepared prototype designs under SUH for ‘day and night shelters’ (minimum 50 beds),incorporating the use of eco-friendly & low embodied energy materials, for the fourclimatic zones, viz; Hot & Dry Climate, Composite Climate, Warm & Humid Climate, and,Cold Climate.

HUDCO represented MoHUA, GoI at the Project Sanction Committee meetingsconstituted by the States/UTs under Scheme of Shelter for Urban Homeless (SUH)component of National Urban Livelihoods Mission (NULM)
