HUDCO, as a premier techno-financial institution has been integrally involved in various Government of India Mission programmes. As one of the technical arms of the Ministry of Housing & Urban Affairs (MoHUA), HUDCO has played a key role in various programmes related to Housing and Urban Infrastructure Sectors and is currently involved in its mission programme of Housing for All, Pradhan Mantri Awas Yojana – Urban (PMAY-U)

  1. Pradhan Mantri Awas Yojana – Urban

    Pradhan Mantri Awas Yojana – Urban (PMAY-U), the flagship Mission of Government of India being implemented by Ministry of Housing and Urban Affairs (MoHUA) was launched on 25th June 2015. The Mission addresses Urban Housing shortage among the EWS/LIG and MIG categories including the slum dwellers through its four verticals, namely;

    • In-situ Slum Redevelopment (ISSR)
    • Affordable Housing in Partnership (AHP)
    • Beneficiary-led Individual House Construction/Enhancement (BLC-N/BLC-E)
    • Credit Linked Subsidy Scheme (CLSS)

  3. Role of HUDCO

    Under PMAY-Urban, HUDCO has been nominated as a Central Nodal Agency (CNA), along with NHB & SBI, to channelize the subsidy to the beneficiaries through Prime Lending Institutions (e.g., banks and HFCs), monitor the progress of the scheme and furnish utilization certificates to the MoHUA under the vertical of Credit Linked Subsidy Scheme (CLSS). In respect of the other 3 verticals of PMAY-Urban, the MoHUA has entrusted HUDCO to undertake desk and site scrutiny in respect of the three verticals viz - In-situ Slum Redevelopment (ISSR), Affordable Housing in Partnership (AHP) and Beneficiary Led Construction (New/Enhancement).

    Further, HUDCO over the years has contributed towards Housing and Urban Infrastructure Sectors by way of undertaking various facilitative activities for the Ministry MoHUA and its Government of India Programs, viz;

  5. Technical Support and Consultancy Activities:
    • Appraisal & Scrutiny of Detailed Project Reports (DPRs) received from State Govts.
    • Monitoring and Inspection of Projects during implementation and or completion.
    • Acceptance of utilization certificates and routing of government subsidy
    • Assisting in formulation of guidelines for DPR preparations, Project Management Consultant (PMC) Guidelines etc.
    • Assisting in formulation of various formats and checklists, Toolkit for preparation of BSUP/ IHSDP Detailed Project Reports and publication on ‘Design Manual showcasing the Best Practices’.
    • Handholding State Governments/ implementing agencies in preparation of Detailed Project Reports (DPRs) for submission under various GoI Programs of the Ministry.
    • Site inspections with analysis of progress reports submitted by Third party Inspection and Monitoring Agencies.
    • Consultancy Services: Handholding States for preparation of Housing for All Plan of Action, Slum-free City Plan of Action etc.
    • Monitoring of completed/in-progress Night Shelters
    • Preparation of innovative prototype designs for night shelters under Shelter for Urban Homeless for four climatic zones.

    • Loan assistance and routing Government Subsidy and Disbursement of Funds

  9. Capacity Building Activities:
    • Capacity building of central/ state/ ULB/ bank functionaries through national level, zonal level, state level awareness programmes, workshops, seminars/conferences for propagation and dissemination of Government of India Mission Program.
