PREFACE
The exodus of migrant workers including children and the elderly
immediately after the announcement of the nationwide lockdown to
curb the spread of the Novel Corona Virus (COVID-19) had been a good
reminder of the clamour for homes in our cities and brought to surface
an important housing typology amiss from the national and state level
housing i.e. the SOCIAL RENTAL HOUSING whereby the rent is set
below the market rates to make it affordable for the poorest segment of
migrant population.
The crisis and the complete disintegration of urban informal sector during
the period drew the attention of the Government of India and the launch of the Affordable
Rental Housing Complexes (ARHCs) as a sub-scheme under PMAY-U. Housing & Urban
Development Corporation (HUDCO) a premier techno financial institution in India, which
has since its inceptionin 1970 worked consistently towards MoHUA’s mandate of housing for
all especially the economically weaker section and lower income groups of the society, took
up Rental Housing Addressing Informality” as the theme for HUDCO NASA Design Trophy
2021. The aim was at generating innovative rental housing solutions for an improved quality
of life for informally employed poor migrant workers impacted by the pandemic, and, also to
sensitise the young students alongside on understanding the brunt of the pandemic borne by the
poor migrantsand finding solutions to address their requirements in a desirable manner.
This publication, a compilation of winning entries, showcasing innovative thoughts towards
housing solution that can help strengthen the social and physical fabric of communities of
migrant workers coming from diverse cultural regions and occupation, is the culmination of
efforts of many people at various levels. First and foremost, I express my sincere gratitude to
the Chairman and Managing Director HUDCO, Shri Kamran Rizvi, 1AS for his encouragement
and continued guidance in this initiative. HUDCO NASA design trophy has since its inception
received enthusiastic participation from students of architecture from all over India. I
congratulate the young winners for their thoughtful ideas and enthusiastic participation for
HUDCO NASA Design Trophy 2021. The office bearers of NASA also deserve a special
mention for their zealous and arduous support in bringing out this publication.
I acknowledge the keen interest taken by my colleague Late Shri Akhilesh Kumar, Executive
Director, C&c Wing, HUDCO, and his untiring involvement in bringing this annual activity to
its present form, but who unfortunately got snatched away from us by coVID. My compliments
to the Consultancy team for their commitment and the efforts in making the outcome print
ready. I commend the efforts of experts who painstakingly evaluated the entries, and the support
extended by Finance, Administration and Public Relation Wing of HUDCO in finalization of
the publication.
