PROFILE
Shri Sanjay Kulshrestha, aged 57 years, assumed charge as the Chairman & Managing Director (CMD) of the Company on 16th October 2023. With more than three decades of distinguished experience ininfrastructure development and financing, he is a seasoned leader with deep expertise in urban infrastructure, project finance, institutional development and public policy implementation. Starting his career with a Multinational Company, Shri Sanjay Kulshrestha’s professional journey spans across various prestigious roles in State PSUs, Private sector Companies and Central Public Sector Undertakings. Prior to joining HUDCO, he served for over 17 years at REC Limited, a Maharatna NBFC under the Government of India, where he held several strategic leadership positions, overseeing business operations, consultancy services and corporate social responsibility initiatives.
At HUDCO, Shri Kulshrestha is driving Company’s transformation into a comprehensive urban infrastructure financing and advisory institution, aligned with “Viksit Bharat @ 2047” vision of the Government of India. His leadership focuses on strengthening HUDCO’s role in financing sustainable urbanisation by supporting projects across housing, urban mobility, water supply, sewerage, Sanitation, social infrastructure and other critical urban development sectors. Recognised for his strategic perspective on infrastructure financing, Shri Kulshrestha is committed to positioning HUDCO as India’s premier 360-degree urban infrastructure solutions provider, delivering integrated financing, advisory and capacity-building services that support resilient cities, climate-responsive infrastructure and inclusive urban growth.
Leveraging his extensive experience in infrastructure financing, Shri Kulshrestha has consistently advocated an integrated approach to urban development by fostering close collaboration with State Governments, Urban Local Bodies, Development Authorities and public agencies. His emphasis on early-stage project conceptualisation, technical and financial appraisal, institutional capacity building and structured advisory support is poised to contribute to the development of bankable urban infrastructure projects, enabling States and implementing agencies to access long-term financing for sustainable development.
Shri Kulshrestha is also spearheading initiatives aimed at broadening HUDCO’s resource base through diversified market borrowings, optimisation of the Corporation’s cost of funds and enhanced engagement with domestic and international capital markets. His focus on prudent financial management, digital transformation, governance excellence and innovation continues to strengthen HUDCO’s institutional resilience and operational efficiency.
