Government Initiatives to Promote Economic Growth

As a premier techno-financial institution, HUDCO has played a significant role in implementing several important programmes of the Government of India aimed at promoting urban development across the country and improving the living conditions of the people.

As one of the technical arms of the Ministry of Housing and Urban Affairs (MoHUA), HUDCO has played an important role in various programmes related to the housing and urban infrastructure sectors. It is also currently associated with major mission programmes such as Housing for All, Pradhan Mantri Awas Yojana – Urban (PMAY-U) 2.0, Atal Mission for Rejuvenation and Urban Transformation (AMRUT), and the Smart Cities Mission.

Pradhan Mantri Awas Yojana – Urban (PMAY-U) 2.0

The Hon'ble Prime Minister launched the 'Pradhan Mantri Awas Yojana – Urban (PMAY-U) 2.0' on 17 September 2024 from Bhubaneswar, Odisha, with the release of the scheme guidelines.

Under PMAY-U 2.0, financial assistance will be provided over a period of five years, commencing from 1 September 2024, to one crore urban poor and middle-class families belonging to the EWS/LIG/MIG categories for constructing, purchasing or renting affordable houses in urban areas.

The scheme will be implemented through the following four verticals:

  • Beneficiary Led Construction (BLC)
  • Affordable Housing in Partnership (AHP)
  • Affordable Rental Housing (ARH)
  • Interest Subsidy Scheme (ISS)

Role of HUDCO

Under Pradhan Mantri Awas Yojana – Urban (PMAY-U), HUDCO has been designated as a Central Nodal Agency (CNA) along with the National Housing Bank (NHB) and State Bank of India (SBI). Under this arrangement, subsidy is being channelized to beneficiaries through Primary Lending Institutions (PLIs), such as banks and housing finance companies. HUDCO is also involved in monitoring the progress of the scheme and submission of Utilization Certificates to the Ministry of Housing and Urban Affairs.

In respect of the other three components of PMAY-U, namely In-Situ Slum Redevelopment (ISSR), Credit Linked Subsidy Scheme (CLSS), Affordable Housing in Partnership (AHP), and Beneficiary Led Construction/New Construction or Enhancement (BLC-New/Enhancement), HUDCO has been entrusted with the responsibility of undertaking analysis and scrutiny, including documentary and field-level verification.

In addition, HUDCO has contributed to the housing and urban infrastructure sector through various activities under Government of India programmes implemented by the Ministry of Housing and Urban Affairs over the years, including the following:

  1. Technical Assistance and Consultancy Activities:
    • Evaluation, review and scrutiny of Detailed Project Reports (DPRs) received from State Governments.
    • Inspection of projects during execution or after completion.
    • Approval of Utilization Certificates and routing of Government subsidies.
    • Assistance in formulating guidelines for preparation of DPRs, Project Management Consultancy (PMC) guidelines, etc.
    • Assistance in preparing the booklet related to the toolkit for preparation of Detailed Project Reports (DPRs) for BSUP/IHSDP schemes under JnNURM, including formulation of guidelines, various formats and checklists, as well as publication of design manuals showcasing best practices.
    • Assistance to State Governments and implementing agencies in preparing Detailed Project Reports (DPRs) under various Government of India programmes.
    • Analysis of progress reports submitted by other inspection and monitoring agencies, along with field inspections.
    • Consultancy services and handholding support to States for preparing programmes such as Housing for All and Slum-Free Cities.
    • Inspection of completed and ongoing night shelters.
    • Preparation of innovative prototype designs for night shelters under the 'Shelter for Urban Homeless' programme for four climatic zones, namely hot and dry, composite, warm and humid, and cold climates.
  2. Financial Activities:
    • Designation as Central Nodal Agency (CNA) and Primary Lending Institution (PLI) for various schemes of the Ministry.
    • Provision of loan assistance and routing of Government subsidies and disbursement of funds.
    • Loan assistance to State Governments/ implementing agencies towards their share through Viability Gap Funding.
    • Additional Budgetary Support.
  3. Capacity Building Activities:
    • Contribution towards capacity building of Central Government, State Government, Urban Local Bodies and bank officials through national-level, regional-level and state-level awareness programmes, workshops, seminars and conferences for promotion and dissemination of Government of India mission programmes.
